my sister’s iPad is linked to her iPhone as far as messaging goes to the phone and the iPad, but her iPad device is not in find my and has recently been stolen. If I can’t access the iPad, how can I find it without it being a device on her phone in her phone

It won't help you find it (it is too late for that now) but it provides other things to do.

IF you didn't enabled findmy on the ipad, then there is no way of tracking it.
