IPhone won't open apps or power off
My iPhone 11 won't open any apps even the settings, and when I try to power it off by using the side buttons it just goes into emergency calls.

Have you tried a Forced Restart?
Quickly press and release the Up button
Quickly press and release the Down button
Hold the Side button in.....and continue to hold it until the Apple logo appears.
(Ignore the "slider" and keep holding the Side button until you see the Apple logo appear on the screen.....then....release the Side button. More info below:

If you try this a few times and it does not help......this almost always indicates that there is a hardware problem with the phone and it will require service at the Apple Store / Genius Bar, or an authorized Apple service shop.

Update this iPhone with a Computer:
iOS26 is the latest series of iOS updates for your iPhone. While connected to a computer, update the iPhone, and all apps would expected in the process of doing so. After he update, they may just open like normal. Use my User Tip: Update your iPhone Using a Computer - Apple Community
Always have a Back Up:
Though not an option due to the stall, be certain you create a back up of your iPhone to a computer prior to performing this update, and afterwards. That way, you can have something to restore it from, should anything go working, after the
