App purchased won’t appear despite being in purchase history and unhidden

I purchased an app on my iPad a long time ago and after having it transfer fine to the next iPad, my current iPad (or the 3rd iPad) AppStore says that I never purchased it, I figured out that it was in my hidden purchases for some reason but even after unhiding it, it still refused to show up.

the account that it’s on is the same account I’ve used for 13 years and Ive even found the receipt from years back that states it was purchased.

Anyone got anything different that can help because I’ve found nothing else in these forums that say that they were resolved or didn’t just say “it must have been a different apple account.”
