Yes Keyboard > Shortcut is set to ON but it’s not working. Of course I tried power off.

You may not have tried forced restart https://support.apple.com/guide/iphone/force-restart-iphone-iph8903c3ee6/ios
I assume its the default English keyboard, if not then revert.
If no luck...
Backup, preferably to your computer, then try Settings, General, Reset or transfer iphone, Reset, Reset all settings.
You will need to add back all your cards and any keyboard dictionary and text replacement will be gone.
At least you can see if it brings it back, if its that important to you.
You can always erase to factory (stop the automatic icloud backup!!) and restore the original backup before the end of the day.
It's a lot of work and risk, but your choice.
