This error is VERY common and usually means one of the following:

• Payment method problem
• Apple flagged your account for verification
• Billing address mismatch
• Country/region mismatch
• You reached spending limits (common with carrier billing)
• Apple servers temporarily blocked the transaction

Stick with Niel on this one. The first post is what you would see in any AI response where that user is not going to help you any further. They don't provide any links for information and Niel provided the correct answer to contact Apple directly using the link that was provided in that post.
