Are you able to see the other items under Collections in Photos' sidebar?

If so then try the following: close the library and reopen it with the Option+Command keys held down to repair/restore the library. Then check to see if the Utilities item is in the Collections menu.

If that doesn't help boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.

NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;

Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts

Deletes font caches, kernel cache, and other system cache files

NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

Are you in fact using macOS 13 Ventura? I'm no sure I remember quite how Ventura was set up, but in the Sidebar there are sections that can be opened with a little arrow that looks like > when it's closed. This is a section in Tahoe:

What's crazy is, the > arrow doesn't show until you hover over it-- it's very easy to lose! If you don't know it's there, you are bound to miss it!

When you click on that arrow the section opens, like this (in Sonoma, maybe):

and you see more sections.

Could this be where your Utilities went?
