Create a new wallpaper in Settings Wallpaper
Customise the lock screen
Tap Add
Instead of Set as Wallpaper Pair, tap Customise home screen
Make home screen as you want it

Actually I had that suggested before, but it didn't work for my iPhone 14. However, I did figure it out. I never got the option to do it from the lock screen, but did make it work from the edit function on my home screen.
Are you saying you don't have Settings, Wallpaper on your iphone 14?
No, what I wanted to do was to set a home wallpaper the was already paired with the lock screen.
