Should I upgrade my phone or my storage subscription to get more space of pics and apps

That depends on where you are storing your pictures.
iCloud Storage does not allow you to increase storage for Apps on your iPhone, but can store photos and video son iCloud and reduce the space taken up locally on the iPhone by them if you are using iCloud Photos, and turn on Optimize Storage.
Beyond that, you would need to buy a new iPhone to get more storage.
Of course there's always the option of transferring photos and videos out to an external drive or computer and release storage space on the iPhone.
There's no reasons to keep everything on the iPhone always.
