What happens when you try to access Apple Music and Apple TV to cause you to say sharing is not working ?
App won't open ?
Can't log-in ?
Error Message ?
Can't find shared content ?
Eg: For Apple Music: everyone in Family Sharing automatically has their own Library
to which they can add whatever music they wish to listen to.
It would seem your partner has turned on purchase sharing for subscriptions ... but you may want to check ?

Apologies if I have shared anything you have already seen / checked / or tried.
We do not know whether any necessary "basic stuff" is being ovrlooked, unless you let us know precisely.
Shouting at us (all caps) doesn't help bring you useful replies from other Apple users, who are generally doing the best they can, and giving their time and best efforts to assist.
It is not always easy to determine the cause of a problem, in order to offer a solution.
Many situations are multi-faceted wirh various possible causes for the one particular problem.
We can not guess which hardware models and software versions are being used. Keeping OS updated helps.
Also, other community members looking for answers may apprciate "basic stuff" even if you already tried it.
