Which keyboard layout are you using? US?
In the US layout Option-3 produces £, and Shift-3 produces #
If you want these keys to function the other way around, you need only use a differebnt keyboard layout.
The British layout does exactly that.
I did not check all the key combinations, but other than that change, the two layouts look exactly the same.
To add another layout, go to System Settings->Keyboard, locate "Input Sources", and click on "Edit...".
Also, make sure to keep "Show Input Menu in menu bar" checked; this way you can quickly switch from one layout to another, if needed.

Thank you kindly; I do have British Keyboard and British English in INPUT SOURCE but still shift 3 shows # instead of £.
It was normal before somehow it changed.
I would have had to look up octothorpe. 😎
