I have screentime restrictions on my 13 year olds phone (11) and one of them is to not be able to download new apps. However, the app store is still on the phone and he is still able to download apps. Also, I have restrictions and they arent working either. They used to but not anymore. Any help would be greatly appreciated.

Regarding apps, any apps that were previously installed then uninstalled will have a cloud in the app store instead of Get, and you need to Hide them in App store (swipe the app sideways and tap Hide)
Ensure you set the Do Not Allow in Content & Privacy Restrictions, Itunes & app store purchases
Change the Screen Time lock passcode and use your apple account to create the passcode not theirs.
Then of course you can have a word with your child, suggesting confiscation for future downloading.
