In fact, Account security team ain't resetting security questions anymore. If a customer forgot his/her answers to security questions there's nothing Apple can do.

customer could contact for identity verification in order to reset Apple ID password but security questions aren't reseted by Apple support anymore.

Try this: Apple Support by e-mail or chat. I doubt they will fix security questions by this way because it would be insecure to do so.
