Apple ID Help?

how can i log in to Apple ID,my email was verified but i forgot my Apple ID Questions,my phone numbs was verified and my email,too but when i trying to Reset Security question,it sayin


"Cannot reset security questions We do not have sufficient information to reset your security questions."


i make 2 apple id and both of them being dumb like this,please help :(

this account only connected with App store,not icloud on my 11 pro cuz i don't trust Apple login things like this,but i using this icloud on my ipad,so how can i recover my account with email or phone number that verified before :)
