The app store won’t let me download any apps including free ones. It says my payment method is declining even though the app is free. I tried removing my payment method but I need atleast 1. When I added a different card it withdrew a dollar each time i tried to put the card information. Even after that I still can’t download any apps .
When you have a card on an account it has to be a valid card and pass the iTunes validation, that applies to whatever you try to download.
Try adding a new card and removing that one via https://appleid.apple.com/account/manage
If that also doesn't work contact iTunes Support and see if they can help you do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
