Menu Bar moving during full screen mode

The menu bar at the top of the screen moves up and down when I don't want it to. I try to access tabs or other options at the top of Chrome/Terminal/etc and the menu bar moves to where I was about to click. It's intensely annoying.


This complaint/issue is all over the internet and there are posts about it from 2011. I've seen some work arounds that either can't provide a decent solution and/or are too complicated to risk attempting.


I've sent a feedback item to Apple to build in an option that either fixes the menu bar visible in full screen mode, or preferably just fix it off the screen until I leave full screen and provide a keyboard shortcut to make it appear if and when I wanted to see it.


Although I don't hold out much hope as I've seen that other users have made complaints previously...
