I was billed 21.19 for my apple music subscription when i have a student plan.

That charge is most likely for something else from the iTunes Store or App Store.

See your purchase history in the App Store or iTunes Store - Apple Support. All items that are billed to your Apple ID account, will be specified in the purchase history, including subscription fees. Some charges may be grouped as one transaction.
