If you're having trouble updating over wifi I would highly suggest updating through iTunes if possible.

Also trying turn wifi off and on again you may even need to forget the wifi and reconnect. Sometimes even simply turning on and off the device helps.

iOS 12.4.1 is the most recent update.

So, For Thought: Perhaps there are no updates even available? Checking for Updates, does the iOS 12.4.1 update already come up?

To Find Out, Go To: General > Software Update > See if you have 12.4.1 already installed.

Do you have access to another WiFi network where you can try? That has worked for several people.
