Problem changing primary email address on Apple ID account

Hello. I need to change my primary email address on my Apple ID account. It is currently a business domain. My Apple ID is my me.com email address. I want to change my primary email address to my me.com email address, however every time I click to change the primary email address and enter my me.com email, I get: This email address is not available for use as a new Apple ID.

This makes no sense to me. Why is this and how do I fix it?

I guess I have one. I couldn't sign in with my business email so clicked forgot password and it said that email is not an Apple ID.

However, when I login using my me.com email/Apple ID, I see my business email as the Primary email account. I just can't change the primary email to use my me.com instead of business email. Seem very strange.
