Suddenly Mac Mail has started showing question marks instead of images and pdfs in Catalina, and I checked Preferences and I have checked on Load Remote Images. This is from UPS, for example. And it is not from my iCloud account but another email acct.

No, that isn't it. Thought it was images, but it isn't. It is actually text that is not showing up.

So apparently text from several sources like UPS is now not being displayed in Apple Mail.
This is a server side issue.
IF you have an e̶x̶t̶r̶e̶m̶e̶l̶y̶ slow internet speed which can cause a lose of connection to server and images can get truncated, or text will not fully load same issue.
Called Tech support. Did a Safe Boot and text was visible. Restarted normally after safe boot and text is now visible. Safe Boot seemed to fix whatever was out of whack.
How do you do a safe boot. I am having the same problem and it started a couple of weeks ago.
Those icons means there should be an image displaying but it can't be found.
Not much you can do to fix a problem that is not on your device.
