secuirty and privacy settings auto opening on startup?

the security and privacy settings window (the privacy tab within it) is automatically opening on startup, like a program would. i.e. I have some programs set up to open on startup via the "users and groups" tab-the security and privacy window privacy tab opens on startup like any old program would, almost as if I had it listed as a program to do so in users and groups.


it's annoying; why is it opening on startup and how do I stop it from happening?

MacBook Pro 15”, macOS 10.15

It seems one of those Startup Items is wanting some change in that pref pane.


Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?
