apps "open at login" despite being unchecked on login items list

How do I stop apps from opening at login. I have gone to the preferences/users&groups/login items to uncheck. At first I was unable to get items to uncheck, but rebooted in safe mode. In safe mode, items are already unchecked and did not open. They were not open when I rebooted again, however, when computer restarted in normal mode, items opened at login once more.

I think there is a big misunderstanding:

Items that are unchecked in System Preferences->Users&Groups->Login Items

are STILL launched at login.

You need to select and remove from the list (press "-").

If you look closely, the checkbox reads "Hide" - a checked item is launched and hidden; an unchecked item is launched and not hidden.
