How do I reset an ipad I bought from someone I cant get in contact with it says I need an apple I'd and password.

You don’t. You were sold a non-functional device.

That’s the activation lock and without that original Apple ID and password that device can never be accessed

Get your money back if you can

Turn off Activation Lock - Apple Support
