My iMacs display System Preferences/Security & Privacy

When I restart my MacBookPro Retina15 or my desktop 27" Mac it boots to System Preferences/Security & Privacy. I can't seem to get an explanation as to why. I found someone thought it was in Login Items. It is not. I do know that Catalina tightened security so that some apps had to be specifically given Full Disk Access or Accessibility or Files and Folders. Is this action related to that change?

Please let me know something.

If you have a specific app at launch that is asking for change—then it is possible granting that access will satisfy the issue: Change Security & Privacy General preferences on Mac ...

Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen, does a 5-15 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc. Login and test. Reboot and test

if no success—

Boot into Recovery (Command R) and from the dropdown menu: Utilities>  Disk Utility> run the First Aid on your Macintosh HD (and the "Macintosh HD-Data" volume as well if Catalina) If errors are found and repaired, run again until no errors reported.

If still no success—Try resetting the SMC https://support.apple.com/en-us/HT201295

If still no resolve— reinstall the combo update on top of your existing macOS

Combo update macOS 10.15.3 https://support.apple.com/kb/DL2030

or reinstall the entire macOS on top of your existing macOS— a larger download and longer process—

How to reinstall macOS from macOS Recovery: https://support.apple.com/en-us/HT204904

If in the end you are still baffled by this issue—

To get a good look at your System config. for conflicts or issues, you can run this trusted utility http://etrecheck.com

If you need help interpreting the report you can post it here in its entirety in the "Additional Text" box in the editing toolbar below, in your reply.

You can set its preference to "Allow full Disk Access", with this you get a digest of issues from the last 7 days that are saved in your system.

Thank you for such a detailed evaluation of my issue. I'll try your suggestions. I had already done an SMC reset due to some apps failure to respond. It made those issues with the apps in question go away but, guess what? When the SMC restart completed, it went right to System Preferences/Secuity & Privacy. I'll try each suggestion serially and see what happens. Thank you again for the time and concern you've invested.
