Authorized Apple Service doesn't want service affected drives

I have 13-inch MacBook Pro (non Touch Bar). I cheked on "https://support.apple.com/13-inch-macbook-pro-solid-state-drive-service/other-countries" by serial number (FV*****27) and find that my MacBook is a part of Solid-State Drive Service Program. I bought it in 2018.

I bring my MacBook to the Authorized Apple Service Center that i found on "https://locate.apple.com/ua/en/service/?pt=3&lat=50.4501&lon=30.5234&address=Kiev" and they doesn't want service affected drives. What should I do?

Service manager said that Apple does not provide them with a replacement.
