AirPods Pro won’t resume PLAY after pausing via earbuds

i have an issue with pandora, YouTube videos, Apple Music, Spotify or anything by pausing using the one squeeze, but to resume playing, I have to take the iPhone XS Max & open the current app on my iPhone to physically press play. When I try to resume play with the air pods pro, the music will start again for a FRACTION of a second then stop, then I have to open the app AGAIN to resume and tap PLAY-there’s still no sound-tap PAUSE-and PLAY again then it starts! It’s freaking annoying.

Also side note: it does the same with my iPad Pro 10.5” when watching ANYTHING and also on my old AirPods too.

this is definitely an iOS issue of some sorts. I’ve reset all devices, disconnected AirPods and reconnected them and same issues. Someone please help.
