Screenshot toolbar keeps disappearing

When I click on screenshot option, the option shows for milliseconds and disappear right away.

This happens as well when I use shortcut command for screenshot(cmd+shift+5), or screen record with quicktime player...

I can't record a screen at all.

Any idea what is causing this?

Log into another user account, Set up users, guests, and groups on Mac and see if the problem persists (this tells us if the problem is limited to your user account or is system wide).

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists.  Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

Hello viz_ko,

It looks like you're having issues with your Mac not taking screenshots.

You want to make sure that your Mac has the keyboard preferences set to take a screenshot. Here's how:

On your Mac, choose Apple menu > System Preferences, click Keyboard, then click Shortcuts.

This article will walk you through how to take screenshots or screen recordings on a Mac running Catalina 10.15. There is a drop down menu where you can select the OS your Mac is running if it's not on the latest one.

If you're still having the same issue after following the article you can check and see if your Mac has access to screen recording. This article will show you how:

Control access to screen recording on Mac

Hope this helps, cheers!

Thank you very much for the answer.

Logging into another user account did not help. The symptom persists.

Booting into Safe Mode actually did resolved the issue - the screenshot toolbar does not disappear and work normally! But when I reboot normally and test again - the described symptom persists. It seems like some system-wide configurations are somehow messed up. How may I fix this?
