We had issues with the Apple ID so we have to 'reformat' the iPad. There are lots of games we wanna save but we don't know how to. We plan to backup and restore using iTunes, but we're not really sure if this will work. Does iTunes backup game data? Or does it only store in Apple account?
You can use iCloud to back up your iPad. I'm not quite sure at first so I do not recommend it but I found an old post that it works. Refer to this link: https://discussions.apple.com/thread/4442877

I don't think so. But games nowadays have their own cloud backup. Have you checked the game if you can link your progress/game to an account? For example an icloud account, gmail, or facebook.
Some games can be linked to another account (most of the time it's FB), but not all do, like one of the offline games we used to play. Have tested it on an iPhone and it doesn't link at all.
