iCloud is offline can not send email I've been on YouTube what they show and what I have are different

I cannot send email it says that my iCloud is offline why I don't know who do I fix this

What other methods are shown on you tube , just write down in the thread , post a screen shot of connection doctor ( hide your mail address before posting ) .
