You don't as this is what iCloud backs up - What does iCloud back up? - Apple Support. See also this -- About backups for iPhone, iPad, and iPod touch - Apple Support.

If you wish to store your photos in iCloud, you'll have to use iCloud Photos - Set up and use iCloud Photos - Apple Support.
