I have a bunch of devices: iPhone, iPad, MacBook Pro (old one), MacBookPro (just got), iMac. It seems that not all devices upload photos and other data to iCloud. Is there a non-tedious, kind of quick way for me to see if things are successfully uploaded? I'd like to remove data from at least the iPhone and iPad. I don't need all that data resident on the devices.

iCloud is a syncing system, not an external 'hard drive'. If you delete them on your device, they will delete from iCloud. To increase space available, go Settings/Your Name/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
For what you want to do, you need a different cloud based solution such as Dropbox, OneDrive, or Flicker.
