Apple Music Won't Download to iPhone

I recently tried downloading music to my iPhone and suddenly I realized the downloads were not completing. This just started happening a day ago. I noticed that the problem seems to be that I will click the download icon in my Apple Music library, and the spinning icon will appear as if it is downloading, but the majority of the time, this icon is spinning indefinitely and the download never completes. Sometimes the download progress icon will appear too, but it will keep restarting and never complete the download. I have reviewed the existing support pages and tried restarting my phone (this temporarily helps but only for a few songs at a time). turning off Show Apple Music and Sync Library, and even deleting the Apple Music app. I also reset my network settings and have tried with cellular/wifi combinations. My problem still persists, is there an actual solution to this?

My phone is up to date for software and has around 12 GB free space. I am considering asking Apple for a refund at this point for my music subscription.
