I found this ipod. When I plug it into the apple charger, the screen comes on with the apple logo, and then restarts in a boot loop.... i have restored it at LEAST 5 times now.
It will NOT TURN ON without the charge cable plugged into a power source, and againit goes through
the boot loop over and over again.
If I put the nano into DFU mode itunes reads it and I can send files to it and play files from it.
Any ideas?

Unfortunately your iPod’s battery has failed. Due to the age of the device there is nothing you can do to repair it as Apple has obsoleted this iPod model.
This device is fairly new, and Apple only discontinued them in 2017. This definitely sounds like a dead battery, please head to this link to start a repair with Apple:
