Transfer photos from iphone 11Pro to PC

tldr: I had no problem transferring photos from my previous iphones to my PC, but am finding this "simple" task unpredictable and difficult or impossible now. What's the deal? Surely I'm not the only person with this issue!

Love my 11pro iphone and its awesome camera, but otherwise I'm a PC guy (since before they invented PCs). I am comfortable with computers and facile with lots of different software and can usually figure out how to make things work, even when the help files are obtuse (yes, I read the manual). I use iCloud for photo storage, if that's important. When I try to transfer photos a few will copy, then I get a "device not recognized" or other message and cannot get any further. The links I've found via Google seem to be out of date or not applicable and the Apple Support files are obtuse, link to missing files or just don't work. Suggestions? References? Thanks.
