Device is linked with another apple id

After buying an old iphone, how to make sure that device is not linked or associated with any other apple ID?

It happened that after using a used iphone for 2 years, appeared that device is linked with another Apple ID(when subscribing to music)

That is one of the things that the buyer has to be careful of when purchasing a used/secondhand iPhone. If the secondhand iPhone is tied to another Apple ID then it has an Activation Lock on it. You cannot remove the lock without the previous owner's Apple ID and if you cannot get a hold of the previous owner/seller then you are stuck with a useless iPhone.

Purchase from a reputable seller who will refund your money if something is wrong with the iPhone or has an Activation Lock on it.
Purchase from someone you know so that you can get a hold of that person if you can activate the iPhone.
When possible then setup the iPhone in the presence of the seller.
