Do I need a Thunderbolt 3 Cable to connect to a USBC(not Thunderbolt 3) display?

To connect my MacBook Air (2020) to a Dell display with USBC(not Thunderbolt 3), is this the correct cable to use? Or a USB C 3.1 will do?

Thunderbolt 3 is also the same as USB-C. So, you can call it a USB-C to USB-C cable or a Thunderbolt 3 to USB-C cable.
