Making my iPhone a remote because I lost the Apple TV remote

I am trying to pair my iPhone to the Apple TV because I lost the Apple TV remote. But on the remote app on my phone, when I select the tv, it gives me a passcode and says to go to Settings/general/remote to enter the code. But that is in the home screen of the Apple TV and I cannot move around the Apple tv screen to get there because I do not have a remote. How do I get this done so that my iPhone can be my Apple TV remote

Identify your Apple TV model - Apple Support

The Apple TV (2nd or 3rd generation) need a functional remote to set up the Apple TV Remote app.

The Apple TV (4th or 5th generation) should recognize the Apple TV Remote Control Center widget or the Apple TV Remote app, even without a remote.
