How to turn off silence calls while in lock position?

i have turned off the do not disturb in settings but my calls are still be silenced while in the locked position. How to I fix this? It just started since the last update.

Go to Settings/Do not Disturb. Make sure it is off, and also Scheduled is off. Also set Silence while Driving to Manual. If those are all off none of the other settings matter.

Then go to Settings/Phone and make sure Silence Unknown Callers is off.
