iCloud storage and Family Sharing
In iCloud storage family sharing can I limit storage for individual family members? If not, how is storage space divided among members?

Sorry, no. All remaining storage is available to any family member to use. There is no option to allocate how much is available to specific family members. You may want to make the suggestion to Apple that they offer that ability: https://www.apple.com/feedback/icloud.html
