Safari "Open with start page" selection disappeared.

Hello all,

Recently something happened to my Safari on Mac running Mojave. The "Safari opens with:" selection lost its selection of "Start Page" and it is rather uncomfortable for me. I don't really want to think about what was the last thing I opened while opening my device in a coffeeshop or so. Is there any way that I can get that selection back or it is permanent from now on? (I believe recent security update safari got caused the missing setting.)

Edit: I believe the setting was called "Safari opens with: a New Window" rather than start page or smt.

Click the dropdown arrow in the box next to "Safari opens with:" , there are four options available.

Your copy of Safari doesn't show those options?

Startup in Safe Mode:    https://support.apple.com/en-us/HT201262

    Login to your account.

    Launch Safari and test.

    To exit Safe Mode, click  in the menu bar and choose “Restart”.

Safari "Open with start page" selection disappeared.
