If I get an Ipad through another store besides apple (Walmart, Target, etc), can I still get a year free apple tv, even if I already have Apple products?

The free year offer for Apple TV+ applies to new iPads (and iPhone, iPod touch, Apple TV, or Mac) from Apple or Apple Authorized Resellers. That includes Walmart and Target.
Users (and their family, in case of Family Sharing) can get one offer, regardless of the number of devices purchased.
The subscription will be tied to your Apple ID account, and once activated on the new device, can be used on any of your devices that have the Apple TV app. That includes Apple products that you may already have.
