Thanks for clarifying your question. If you don't see the System Preferences icon on your Dock, then open the  Menu > System Preferences, and the icon should appear on your Dock. To lock it to the Dock again, press Control as you click on the System Preferences icon > Tap Options > Keep in Dock.
