Wanna know if when you buy the 128 GB phone and if I get the iCloud extra storage 200GB does that add more storage towards the phone

No it doesn't as iCloud storage and device storage are two separate entities - What's the difference between device storage and iCloud storage? - Apple Support. Plus your device's storage cannot be altered.
