I accidently deleted all photos from icloud, permantley. Got a new Ipad and transferred all over from old one via the cloud, but have deleted them all. is there something a repair person could do to retrieve them?

I need to know more detail how you accidently deleted them:
1) What devices Apple you logging in when deleting?
2) If you using Iphone, Ipad, did you make backup file on computer using iTunes ? Sometime I recovered my data using hidden backup file from iTunes.
3) Finally, are those pictures really important that you must recover at all cost? Sometime just let them rest in peace and making new.
