My Mac just started up with asking if I wanted to restore from Time Machine or reinstall OS after a power outage. I selected Time Machine but it can't find a disk to install to. Any ideas? It's an older iMac.

Your HD may have crashed with the power outage. I'd suggest taking it to your local Apple Authorized Service Provider to be diagnosed and then you can decide what to do. You can use the following to find an Apple Authorized Service Provider in your area.

You should be able to. Hold down the Option key and access the TM menu and select " Browse Other Backup Discs…" and select that disc.
