How to I re arrange my photos in my favorites album ?

The favourites album (at least on Catalina) is always sorted in date order, with no option to change this. I guess it is the same on Big Sur.
What you can do is create a smart album with Photo is favourite, then in the smart album, you get the normal sort options of by date or by title.
You would have to give them titles then to put them into a custom order.

Alternately, you can use the "Showing only" filter to show only the favourites in any album or view you are viewing. In many cases we do no longer need to create a smart album to search for Favourites or certain keywords. Since Photos 4 on macOS 10.14 Mojave any view can be filtered to show only the Favourites, any album or smart album you create. While viewing a custom album click the drop down menu "Showing Only" and set the checkmark for "Favourites". You will see only the favourites in this album, sorted by the way the album has been sorted.
