Was given a used iPad and the password needed to activate is the persons who gave it to me. Says the owner has used find my phone to link to their Apple ID. Is there anyway to activate it without that persons information??

The giver can remove the lock without giving you their information. Aside from this, no; the activation lock is an anti-theft measure.
