You will have to form a Family Sharing group. One in the group has to take on the role of organizer, and invite the others, each by their own Apple ID account. To share purchases, the organizer has to additionally activate purchase sharing for Family Sharing. This requires that all family purchases are billed to the organizer using a credit card. How you compensate for that amongst yourselves, is up to you. Rentals cannot be shared through Family Sharing.
