On my iPhone 8 Plus I have screen time enabled but have forgotten my passcode and when i try to reset it with my apple ID it just counts as another failed attempt.

You will have to do this now If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

No you have not, you restore to factory settings - as new like out of the box. It will not ask for your screentime password.
Yes I've completed this several times and when screen time is reenabled it still gives me the previous passcode as if its been saved on my iCloud but I have no idea why this would be the case sense I started with no data recovery on the phone.
I've done this but it continues to give me the old passcode anytime it is turned back on.
How do I change/turn off my Screen Time passcode if it shows that my apple ID won't work?
