If you're sure it is an iPad Air 3rd generation (supporting the current iPad OS 14.4.1) and you can't update it, see this support article:--> If your iPhone, iPad or iPod touch won’t update

If you get no help, try to update it using a computer running iTunes (PC) or iTunes/Finder (Mac).
