I am trying to delete an app from my p iPhone. When I hold down any of the app icons they start to shake, but there is no "x" in the corner for any of them. I can move them around, but can't delete. I tried to remove the restrictions of removing app from my settings/general, but surprisingly I realized that I don’t have a “restrictions” section in my settings!
My device is an iPhone Xs Max with IOS 13.1.3
Can someone help?

Your iOS version is badly out of date. Update it.
Turn off Screen Time , delete the app and then turn Screen Time back on.
